Accessibility

The Ministry of Justice is committed to making its website accessible, in accordance with the Law of 28 May 2019 on the accessibility of the websites and mobile applications of public sector bodies. This accessibility statement applies to https://myasbl.public.lu.

What is digital accessibility?

Everyone should be able to easily use and consult the information on a website or an app, including people living with disabilities (e.g. visual, hearing, physical, cognitive disabilities) and/or using assistive software or specialised equipment.

Compliance status

This website is partially compliant with the EN 301 549 (Pdf) standard and the RAWeb v1 framework (Référentiel d’évaluation de l’accessibilité web), which implements that standard, for the reasons listed below.

The content listed below is non-accessible for the following reason(s):

Non-compliance

• Some links' 'title' attributes do not match the visible title exactly, but they still allow the destination of the link to be understood.
• Language changes are not indicated or are inadequate on some terms.
• Empty paragraph tags are used in text content to define spacing.
• Some lists are not always identifiable as such by assistive technologies.
• No captions or subtitles in videos for users who are deaf or hard of hearing.

Disproportionate burden

• Not all electronic office documents available on the site necessarily comply with the EN 301 549 V3.2.1 standard, since the volume of documents to process to achieve compliance is significant and would require disproportionate resources. However, we undertake to provide an accessible version of content upon request and on a case-by-case basis (please refer to the 'Feedback and contact information' section).
• In some videos published after 23 September 2020, there are no appropriate captions. We do our best to communicate the messages presented in the video in the surrounding text.
• Poor accessibility features of the Kiss video player (https://etat.kiss.lu/).

Content that falls outside the scope of the Law of 28 May 2019

• Downloadable documents provided by third-party administrations are not under our control.
• Electronic office documents published before 23 September 2018.
• All videos published on the site before 23 September 2020.
• Interactive map modules are exempted if the page contains an alternative way of retrieving the information displayed on the map (e.g. addresses rendered in text form). We do our best to ensure that they remain identifiable and are not keyboard traps.

Preparation of this accessibility statement

This statement was prepared on 16 October 2025. The declarations made in this statement are accurate and based on an actual evaluation of this website's compliance with the requirements of RAWeb 1. This evaluation was carried out by a third party – in this case, Idéance.

Control process

Websites created in compliance with the Renow framework are developed within a generic and centralised context and architecture, following project management processes and complying with the Renow checklist. To ensure neutrality, we regularly call upon 'accessibility' experts to check the compliance of the websites and any new features.

Each website is assessed in several stages:

1. When content structure is designed.
2. When graphic and functional mock-ups are produced.
3. Just before content is put online.

Once the website is online, checks are performed as follows:

• whenever new content is created, the author checks access to all of the content before it is published;
• each new feature of the website is assessed before it is published.

During assessment, the website is tested with the main screen readers, on tablets, mobiles and PCs. It is also tested with different web browsers (compatibility up to 2 versions below the current version).

Staff skills

The work procedures incorporate the application of Internet guidelines at the different stages of website production (creation, management, development).

Our employees have the knowledge and skills required to correctly apply the Internet guidelines.

Feedback and contact information

If you notice an accessibility issue, please send an email describing the issue, and the page on which it occurs, to accessibilite@myasbl.public.lu. We undertake to respond by email within one month at the latest. Within reasonable limits, priority will be given to correcting the accessibility issue online. Should this not be possible, you will be provided with the information you requested in an accessible format of your choice:

• in writing in a document or email;
• orally in an interview or by phone.

Enforcement procedure

Should the reply be unsatisfactory, you also have the option of informing the Information and Press Service – the body responsible for supervising accessibility – by filling out its online complaint form, or the Ombudsman (i.e. the mediator of the Grand Duchy of Luxembourg).
